Methodology Note

Scores are derived from the Rashidi Safe System Performance Index (SSPI) framework applied to Victorian crash data. Each pillar score reflects alignment with Safe System objectives on a 0–1 scale, where 1.0 = full Safe System compliance. Gap scores are calculated as (1.0 − pillar_score). Dominant gap = pillar with largest gap above the state average gap.
